Marvel Comics plans on introducing the world's first openly homosexual title comic book character. Read about The Rawhide Kid here.

I assume this does not include gay characters such as the Wonder Twins.

The Rawhide Kid, by artist John Severin. I'm not sure I like that.
Marvel's drawing some fine lines: Northstar came out as the first openly gay superhero in '93, Alpha Flight #106. CNN and NBC actually carried the story.

And even if the argument is that Northstar wasn't openly gay, DC Comics (with it's Wildstorm label) have had the duo of Apollo and Midnighter (which was pretty much Warren Ellis having fun with psuedo-Superman and Batman as a couple).

Ok, I have come to the conclusion that I am indeed the comic book geek on the Simpsons. Someone please kill me now.

I don't know; from reading the article, it doesn't sound much like he's actually "openly gay".
The new version uses double entendres and euphemisms to reveal his homosexuality without saying anything explicitly.

At any rate... Wasn't the Rawhide Kid one of the Village People? Well, at least it's not Hansi: The Girl Who Loved the Swastika.
