MAJOR TARGET:

To make allies of religious and local government opinion leaders
by assisting them in the attack of their enemies.

PRIMARY TARGETS:

1.  AG I Base, Branch I Dir and staff Base are responsible for this
    project.

2.  The purpose is to ensure the longevity of the Clearwater operations
    and thereby ensure our success.

3.  DG I US and AG I Base.

4.  B1 Base Bureau manned and functioning.  US B1 programs office
    keeping track of and getting compliances to this program.

5.  Debugs are done by DG I US and AG I Base and done rapidly.

6.  B1 Base does this program rapidly with regular reports to
    US, WW and CS-G.


VITAL TARGETS:

1.  No actions are to be taken that expose the C of S as involved
    with UC or the Ops actions.

2.  Data found that can be used to remove the WHO(s) found by either
    UC or Ops.

3.  Opinion Leaders, media and government terminals rely upon
    UC as a necessary force in the community.


CONDITIONAL TARGET:

1.  If an opinion leader located is in fact an enemy or potential
    enemy, he is not done on this program but is handled by Ops
    standardly and separately.


OPERATING TARGETS:

1.  Determine if Wilby Anderson (see attached report) is an opinion
    leader.

2.  Investigate Anderson for crimes, vested interests, scandal, etc.
    (the why of his attacks on non profit corporations and the
    American Baptist Service Corp.)

3.  Turn over the data obtained in 1 & 2 above to UC.  Advise UC on
    how to use this data to remove or restrain Anderson or at
    least how to use it to make the American Baptist Service Corp.
    an ally of UC.

4.  If needed to remove the enemy run Ops (CSW'd to and OK's by
    Branch 1 Dir B1 US) as a follow up.

5.  Locate via media morgue files or in other ways all attacks on
    religious groups or leaders in the area for the past several
    years.

6.  Determine the WHO of each attack on as many separate religions
    as possible.
